Each team is required to turn in a fully completed Tournament Roster form. Once form is submitted, no changes can be made to it.

Tournament Roster Form
Age Cut-Off
Divisions are based upon player’s ages as of May 1, 2017. Players may play up in age but may not play down. Tournament will use 2016-2017 ages.
Any team caught using illegal age players will be automatically ejected from the tournament with no refund.
Game Lengths/Mercy Rules
9u-12u - Games will be no new inning after 1hr 45mins or 6 innings, whichever comes first. Once an inning is started, it must be completed. 15 run mercy rule after 3 innings or 8 run mercy rule after 3 1/2 or 4 innings. Pool Play games can end in ties. Playoffs will have a 2hr time limit or 6 innings. In the event of a tie in playoffs, we will use the California Tie-Breaker: Runner on 2nd Base with no outs. No time limit in the Championship game.
13u-19u - Games will be no new inning after 2hrs or 7 innings, whichever comes first. Once an inning is started, it must be completed. 15 run mercy rule after 3 innings or 8 run mercy rule after 4 1/2 or 5 innings. Pool Play games can end in ties. In the event of a tie in playoffs, we will use the California Tie-Breaker: Runner on 2nd Base with no outs. Playoffs will have a 2hr 15min time limit or 7 innings. No time limit in the Championship game.
Batting/Base Running

9u-19u – Teams may elect to bat 9 players and/or bat 10 players with the 10th player being an EH. The EH is considered a defensive player and may switch in and out defensively. Teams may also bat there entire roster giving them free defensive subs. Only age’s 15u-19u may use a DH. Teams may start and finish a game with 8 players. Teams who only have 8 players on Lineup do not take an out for the 9th player, they only take an out (only first At-Bat) if they have 9 or More Players on Lineup. In the event of injury the player injured will take an out his first missed at bat and then will be removed from the game the rest of the way and may not re-enter. Courtesy runner for pitcher and catcher anytime (catcher w/2outs mandatory).
Pitching Limits

All Ages - Each pitcher will be granted 10 innings to pitch in pool play. Once a pitcher uses all of their innings, they may not pitch anymore until playoffs. Once playoffs begin, innings will reset for each pitcher and they will be granted 9 innings to pitch. Any unused innings in pool play will not carry over to playoffs. An inning pitch will count once one pitch is thrown. Once a pitcher uses all of their innings in playoffs, they can no longer pitch for the remainder of the Tournament. To intentionally walk a batter, a coach can simply inform the umpire and point to first base with no pitch thrown. New MLB Balk rule will apply to this event (9u-19u).
- All innings pitched must be reported to the umpire during the game. Both Managers must sign the game card at the end of the game for review of innings pitched of each pitcher.
- Pitching logs will be displayed online.
- Any team caught using a pitcher for more than the given innings will have the Manager and Pitcher ejected from the game. Manager will serve an additional 1 game suspension. If this occurs during a Championship game, team will automatically forfeit the game.
Bases/Mound Distances
9u-10u – will pitch at 46ft with 65ft bases
11u-12u – will pitch at 50ft with 70ft bases
13u – will pitch at 54ft with 80ft bases
14u-19u – will pitch at 60ft with 90ft bases
Bats

9u-13u - There is no bat restrictions.
14u-19u - Players can only use BBCOR Certified or Wood Bats.
- Player using an illegal bat the first time will result in an out.
- If the same team is caught again, Player and Manager will be ejected from the game and serve an additional 1 game suspension.
Seedings/Tie Breakers
The following will serve as tie breakers for Seedings:
- Record
- Head to Head (Only applies when all teams tied played each other)
- Runs Allowed
- Runs Scored
- Coin Flip
Other Rules

Protest: Any disputes will be settle immediately on the field with Director and Umpire, fee is $150. The fee is refundable if you win the protest. Manager will be required to call time and signal the umpire for a Director. Do not continue the game, once the next pitch is thrown then the dispute is settled.

You may NOT dispute a judgement call.

All conversations with an umpire must be conducted after a timeout has been called, and held in a calm professional manner. Verbal abuse of an umpire will not be tolerated and may result in an ejection. Any player, manager or coach ejected must also sit out the next game.

No metal cleats are allowed in Ages 10 & Under. No metal cleats are allowed on portable pitching mounds in all ages, and must wear rubber cleats or shoes.

Home team will be determined by a coin toss during pool play, the winner of the coin toss will have the option of either being home or visitor, or picking which dugout they want to play out of. In Playoffs, home team is decided by higher seed giving the same options listed above.

Players must have a number on jersey, either on back or front. No size specification, but it must be visible to officials.

Any team caught using an illegal player shall be subject to discipline ranging from: manager and player ejection, forfeiting a game, ejection from the tournament, and suspension from all sanctioned events for 1 year.

Tournament Director has the right to alter or change the schedule at any time when necessary to complete the game or event.
SPORTING NEWS RULES SHALL APPLY ALONG WITH ALL THE RULES LISTED ABOVE.
ZERO Tolerance Policy
We uphold a ZERO TOLERANCE POLICY. Each team is required to represent themselves professionally with great sportsmanship.
Managers are responsible for the behavior of every player, coach, and parent on their team.
If Manager is unable to control his/her players, coaches, or parents, team can be automatically ejected from the event and suspended up to one year from future Sanctioned Events.
Any discussions with a staff member or umpire must be handled in a calmly professional manner.
